(current copy is w.i.p) Located on the southern point of Rilume’s icy planes, Citadel Rishter digs deep into the frozen earth standing as a fortress of warmth against the brutal cold. Much like a quarry, the Citadel’s shelves plunge down into the earth, one after another. Within, massive heating apparatus blast warmth throughout the lower levels, rising up the chasm and warming the population. At its center towers the Factory, the largest prison in the realm. Its maze-like floors are always rotating making escape is near impossible. The Factory produces the bulk of the realm’s electricity, which surges out through the Sacred Rail and provides both light and heat to the other Citadels. The people of Rishter are stern, resilient, and resolute in their mission to preserve law & order in the realm. The soul of a Rilumian is impossible to break.
